The Changing Landscape of Environmental Treaties
The UN Convention to Combat Desertification (UNCCD), signed in 1992 alongside two other prominent environmental treaties, has historically been the least prominent of the trio. However, a shift is underway, with Saudi Arabia, a key player in the petrochemical industry, now enthusiastically backing the UNCCD. This move is significant, especially considering the kingdom's past resistance to climate action and its refusal to provide climate finance.
The US, despite its withdrawal from the Paris Agreement and the UNFCCC under the Trump administration, remains a member of the UNCCD, highlighting the treaty's growing importance.
The Riyadh Global Drought Resilience Partnership
At the heart of the Cop17 talks is the operationalization of the Riyadh Global Drought Resilience Partnership, a fund initiated by Saudi Arabia in 2024. This partnership has secured pledges of $12 billion over seven years to address drought and land degradation in 74 affected countries. While this amount falls short of the estimated $2.6 trillion needed by the end of the decade, it represents a significant step forward.
